Sidney S. Welch is a partner in the Healthcare Practice. She represents physicians and physician practices in all legal aspects of their practices on a national basis. Ms. Welch is the past chair of the ABA Physician-Legal Issues Interest Group, Physician-Legal Issues conference and current America Health Lawyers Association vice chair.
Ms. Welch focuses her practice on advising clients on federal and state regulatory matters, including the federal Anti-Kickback Statute, Stark I, II & III, the False Claims Act, privacy and security issues under the Health Insurance Portability & Accountability Act, state self-referral laws, fee splitting and the corporate practice of medicine. Ms. Welch works with physicians and hospitals on physician-hospital relationships, including mergers and acquisitions, integration options, employment, service line agreements, joint ventures, on-call programs, medical staff bylaws, medical staff hearings and disciplinary matters, credentialing and recruitment. She structures business relationships from both a corporate and regulatory perspective and negotiates business and contractual relationships with other physicians, hospitals and third parties. Ms. Welch also represents physicians in litigation and administrative matters, such as Medicare and Medicaid reimbursement issues; investigations, audits and appeals; medical licensure issues; and disputes with insurance companies, other physicians and hospitals.
Ms. Welch holds a Masters in Public Health from the George Washington University School of Medicine and Health Sciences.
